BARIC: They seemed uncertain, not surprised. "Uncertain" would be the better word, about the status of these documents, which surprised me. MS. SALAZAR: So that paper was in 2015. It was NIH- funded research. DR. BARIC: If I were to guess, institutional memory, retired, and they didn't know where the documents were, would be my guess. MS. SALAZAR: Is that frequent at NIH? DR. BARIC: It's frequent everywhere in the world. Institutional memory is key. MS. SALAZAR: I would expect, as a government entity that funds a lot of IT modernization efforts and systems for agencies, I'm a little shocked that they don't have a way to pull up taxpayer-funded applications. DR. BARIC: Well, it wouldn't be the application. It would be a specialized series of documents associated with P3CO review. Again, this would have been very early on, too, so the formalized structure for that review wasn't, I think, finalized until '16 or '17, I think, with the NSABB stuff.
