MS. SALAZAR: But there was a structure.
DR. BARIC: There certainly was a structure. They
reviewed it, responded, and then asked for responses from
me, and then I gave those responses.
MS. SALAZAR: And could you tell us a little bit
about, at the time, what that process was like, in terms of
the P3CO process?
DR. BARIC: So in, was it, October 2014, the Obama
administration put out the pause. The pause effectively
was set up two ways. One way was that if a grant was
submitted that had the potential for gain-of-function
research it would be reviewed before they funded it. And
the second class was if you were already doing P3, or
research that might fall under the category, you had the
option to either pause it voluntarily or continue it. And
in the case of SHC014-WIV work, we paused it voluntarily.
The third category was waivers. And so the NIH approved
three groups, to my knowledge, to continue to develop a
MERS coronavirus mouse model for countermeasured studies.
MS. SALAZAR: And you were one of them?
DR. BARIC: And we were one of them.
MS. SALAZAR: Do you know who the others were?
DR. BARIC: I think one group was out of the
University of Utah. I can't remember the fellow's name.
