If it wasn't for the pesky 2019 value the R^2 would be 0.99 or something. So the 2019 value is definitely super significant.

I assume this is cumulative spending? I.e., 10M per year up until 2019 when they spent 30M?

Do we know when the financial year spans in China? Could this be 2019/2020 and actually include some pandemic spending?
