It looks to me as if these were sections Francis Collins put in an email on 2/2 (based on how it's put here: https://republicans-oversight.house.gov/wp-content/uploads/2022/01/Letter-Re.-Feb-1-Emails-011122.pdf). Did any of us forward our conversation to either Francis, Tony, or Jeremy?
