Yeah, presumably it would require a company to stand behind the submission of all the data - but the trials
themselves are not run by the companies and they're not involved in data generation, so I think the EUA could likelybe pushed through with everything already available. They can of course refuse to distribute the vaccine, but the crazy thing here is that Trump likely has no or very little interest in actually distributing the vaccine - he just wants itapproved and then leave it to others to figure out what to do. The main risk here is that with the EUA, some would demand the vaccine and it'd sideline the clinical trials, causing very significant delays for the development of_actual_ safe and efficacious vaccines.
