Yes, both are in the wrong. For China, I think it's a large part about saving face and the perceived shame of being the place where the outbreak started. It has seriously weakened their global standing so they are trying to change the narrative to sow uncertainty around this. Plus the CCP are clearly control freaks: they have to control every message. The word 'SARS' is just toxic to them. The China CDC *are* guilty of bungling the early response tothis...but that's cock-up, not conspiracy.
