You wouldn't have much incentive to try and culture until you knew there was a virus and had at least enuff sequence data to suggest it was interesting. Plus if you culture you tend to lose the FCS and the QTQTNS landing pad. Culturing also is going to move you to BSL3 - no undergrads touching their faces. The black arrow moves it into tinfoil hat territory in that you then clearly are saying that they knew they had something and chose not to tell anyone.
