If we want to solve the problem we should not think small pieces will work. Furthermore, things that require some govt official to make a determination always count for less among private companies because they cannot be sure the govt official will rule the right way and in a timely manner. If we want the private sector to have confidence to allocate tens if not hundreds of millions then we need to give them some strong assurances and this does not seem to me to do it. Ezekiel J.
