Regulatory authorities (EMA and MHRA thus far) have agreed to immunogenicity phase 3 trials for the new vaccines coming along due to the inability to do standard phase 3 - in the 2 case I know of the endpoint will be NA superiority to the AZ vaccine. By this standard we can be sure that Moderna low dose already meets this standard and of course going with a lower dose of an approved vaccine means that safety issues are off the table. This is the only pathway to immediately double capacity from Moderna and even if only part of their supply was allocated to this it could mean a few hundred million additional vaccines in 2021.
