5 September 2020 1. Cases are no longer substantially declining due to increasing cases from States with large Universities counties -- resurgent in cases an rising test positivity in AL and SC and new red COVID status of high cases and test positivity in |A, SD, OK, ND, WV, DE, VA, MN, MO, KS, UT, MT, MD, WI, PA: increased cases in green states : slide 24 and 25 show the number of university towns with surges 2. Central Valley of CA remains an issue 3. Declining cases from the summer surge now matched by increases in communities with residual vacationer returning with virus and university cases 4. Consistent labor messages are critical to prevent another surge 5. Fatalities still driven by CA, FL, TX, GA (50%) and now rising in the heartland : fatalities should continue to decline over the next 4 weeks if outbreaks can be limited and not spread to local communities and hometowns 6. us rtland and ND, SD needs to increase mitigation efforts or will drive hospitalizations and eaths 7. Universities need to ensure students are tested, isolated and cared for on campus or in COVID designated areas to ensure containment and prevent spread both into local community and to hometowns 8. Students will isolate if diagnosed : they will not if status is unknown 9.
