I believe that this is just the White House and OMB looking for ways to meet the President's wishes (this initiative is one
of them) and at the same time not increase spending. There has been discussion of 2 sources of money for the program:
1) the "flu supplement" for 2010. This, however, is one year money with the possibility of getting converted to no year
money. 2) The other source is to carve it out of the 2011 budget and also add it as truly new money into the 2012
budget.
I have never heard serious discussion about using unexpended ARRA funding, but then again that does not mean
that they are not talking about it at meetings that I have not attended.
