In Chapter 2, I'll argue that what we need is a corps of people globally whose job is to
wake up every day thinking about diseases that could kill huge numbers of people--how to spot
them early, how to respond, and how to measure whether we're ready to respond.
To sum up: The world has never invested in the tools it needs or properly prepared for a
pandemic. It's time we did. The rest of this book will describe how we can do it.
