Gayle and USAID want to be the focal point of the failing distribution of vaccines in Africa, while PEPFAR already has an extraordinarily effective infrastructure that was built for HIV. During the debriefing when they asked me if there were any other candidates that I would recommend, I strongly recommended Zeke Emanuel. However, as usual there was a concern about the fact that he can be a bit of a loose cannon. This is unfortunate since he is a very talented guy , intellectually brilliant, and very visionary.
