the truth about what they can and cannot do. One of the problems is that if they stick by
the promised numbers without the resources to achieve those numbers it will turn out that
they will overpromise something that they cannot deliver on. Note the similarity to the
roll-out of the Affordable Care Act - a true mess-up). I warned them as to the danger of
this. They should suggest to the White House that they assume a leadership role in getting
the entire global community to increase their support of the treatment goals. We cannot
get to that goal ourselves since we do not have the resources. I feel that it would be
appropriate for us to put more resources in. However, OMB refuses to put any more than
just about $150 million more into the 2015 PEPFAR budget. The phone call went well
and I hope that they take my advice. More to come.
Announcement was made today that David Ho and I have won the Prince Mahidol
Award from Thailand. We will receive it for medical research and Peter Piot and Jim
Kim will receive it for Public Health. Ceremony will take place in Bangkok on January
28, 2014
November 26, 2013 - We here at NIH have been working on the schedule for the visit of
Bill Gates to the NIH on December 2, 2013. There was considerable concern that this
might conflict with the annual World AIDS Day celebration at the White House which
would involve Pres. Obama that might be scheduled on December 2. However the White
House announced that they will have the celebration on December 3 which avoided a
conflict with the Bill Gates visit. Considerable planning went into the scheduled Gates
visit with my playing a major role in showing him around and leading discussions.
However I just heard literally minutes ago from the White House that the World AIDS
Day ceremony will take place on Monday, December 2. This directly overlaps and
conflicts with the Bill Gates visit. This will be very disruptive and upsetting to both Bill
Gates and the NIH since the last time Bill Gates was scheduled to visit the NIH was the
time that the government shut down in October, 2013. I will wait further instructions
from the White House since I have been assigned a major speaking role at the World
AIDS Day celebration at the White House. I am supposed to speak on the "Care
Continuum" and the road to a "cure" for HIV/AIDS. More to follow.
December 2, 2013 - Monday and cold cloudy day is DC. Celebration of World AIDS
Day (WAD) today since December 1 was a Sunday. Also, Bill Gates visited NIH to
deliver Barnes Lecture and to be shown around NIH:
Gates - Francis Collins, I, and Clif Barry showed Bill Gates around the BSL-3
containment facility in Building 33 where we do experiment on marmosets with drugresistant TB. Clif does drug screening. We suited up with all the contained gear
("space suits") and had a good time showing Bill around. This was followed by a
roundtable discussion with certain IC Directors (me, Varmus, Pettigrew, Guttmacher,
Glass, Somerman and Collins. I know Bill well from multiple interactions over the years
and I spoke with him about our ongoing collaboration with the Bill & Melinda Gates
Foundation (BMGF) over the years. I did not remain for his lecture since I had to rush
down to the White House for the WAD ceremony
