He referred to the Plos Pathogens paper of 2017 and insisted that there was gain of function in those experiments and said I therefore lied. He quoted Dr. Richard Ebright as saying that those experiments were definitely gain a function. I exploded right back at Senator Paul and told him that he had no idea what he was talking about. I told him that I did not lie and have never lied certainly not before the Congress and then I would not at all retract anything I previously said before a congressional committee. He then implied that the work that we were doing may have been the cause of thousands of deaths. At this point I blasted back at him that if that is what he is implying he has no idea what he is talking about because the viruses that we were dealing with and that were in the progress reports and that are in the literature in no way could become SARS-CoV-2. I went on to say that it was molecularly impossible for the viruses that we were dealing with to become SARS-CoV-2. I finished by looking him in the eye and telling him that if anybody is lying here it is he. Several of the other senators on the democratic side after the discussion between Paul and me was finished made statements saying how confident they are in my integrity and in my service. Senator Marshall later asked questions about the furin cleavage site and the CGG codon. Then he started talking about the S1 segment of the spike protein and had absolutely no idea what he was talking about. He rambled on until I told him that I had no idea what he was saying; it make no sense. He made a fool of himself. Second, he wanted my help in trying to nail down the possibility of our getting much of the $30 billion that are still available from the JOBS Act to put together a major program for pandemic preparedness for the future. July 23, 2021 I had a very productive conversation in my regular every two week call with our UK colleagues - Chris Whitty and Patrick Vallance, this time accompanied by Thomas Waite. I explained to them the situation that we have here in the United states with the delta variant. The UK seems to be a couple of weeks ahead of us in every way. They have vaccinated a slightly larger proportion of their population than we have and the surge in delta that they are experiencing is much steeper then what we have at this time. The efficacy of the vaccine against hospitalization and death continues to hold. They are a skeptical about the Israeli vaccine efficacy data for asymptomatic and mildly symptomatic disease as we are here in the United you right States. The UK has made the decision similar to us that they will try to get all the children back to school in person by the fall. However unlike us, the unvaccinated children will not be required to wear masks when they go back to school. They have essentially decided that since you cannot vaccinate the younger children yet and since they generally have very mild disease, that you should accept the fact that sooner or later these young children are going to get infected and so be it. They do not want to close the schools or go to virtual learning. I will continue to follow the situation with them since it is very helpful to us here to learn what the UK is doing. Important stuff going on!!We had at least two zoom meetings today with Jeff, Rochelle, Vivek, and Bechara to discuss the upcoming change in masking guidelines that the CDC will be proposing. It relates to the fact that data or showing that the level of virus in the nasopharynx of vaccinated people with asymptomatic breakthrough infections is similar according to CT values to that in individuals who are infected asymptomatically and who have not been vaccinated. These data are strongly suggestive that individuals who are vaccinated and who get infected can't transmit the virus two others as easily ask an unvaccinated people. This is triggering the need to tell vaccinated people that when they go to situations that are indoors that now they have to wear a mask or should at least seriously consider wearing a mask depending on the level of infection in the community where they are living. Rochelle is really having a very tough time in negotiating this with Jeff in the context of "her team" at CDC that seems to be operating in their usual manner independently of running things by the White House. For example at the end of a long and tortuous discussion about getting the wording correct in the new guideline, Rochelle let us know that two days from now (Wednesday) the CDC will be coming out with an MMWR that will overlap with what we have been wordsmithing for the guideline. Jeff and everyone else was blown away that these two parallel things were going on and we did not even know about it. I feel badly for Rochelle since she is dealing with an ingrained CDC system that has been that way 500,000/609,000 e Over Gainfor the decades that I have been dealing with them. Jeff and the White House Comms people (Courtney Rowe) are very concerned about mixed messaging. We decided that we would sleep on this and address it again in the morning.

It is very clear and unfortunate that confidence in Rochelle is very low within the White House team of Jeff, Courtney Rowe, and others. STAY TUNED Had a good conversation with the President in the Oval Office this afternoon at 12:30. I explained to him the new CDC guidelines for wearing masks indoors even if you are vaccinated given the fact that the delta variant is causing breakthrough infections in vaccinated individuals and vaccinated individuals with breakthrough infections can transmit the virus two uninfected individuals. In addition, I explained to him the data that the level of virus in the nasopharynx of vaccinated people with breakthrough infections is similar to the level of virus in the nasopharynx of unvaccinated infected people. We had a good conversation; he asked a lot of good questions. Right before the discussion he was on the phone with former senator Barbara Boxer who had just been mugged outside of her house. She asked to talk to me when she heard that the president would be meeting with me and we had a good conversation. She relayed that she felt very badly that idiots are attacking me and that she always has had the highest degree of regard for me. She recalled back in the days when we were fighting HIV together. I asked the president if Jill had come back from the Olympics in Tokyo. The President informed me that she had and so I sent her my regards through him. As Jeff , Natalie Quillian, and I were sitting in front of the Resolute Desk, I had a very strange, almost out of body experience. I just recalled at that time so clearly the bizarre situations that I had been through in the past when I sat in front of the desk trying to brief President trump. I recalled his incredible lack of concentration ability where his attention span was measured in seconds rather than minutes. This is in stark contrast to the seriousness, dignity, and integrity that now permeates the entire White House, particularly the Oval Office. Only now in retrospect do I fully appreciate what a disaster Trump was as President. This applies not only to his policies, but to the fact that he diminished the dignity of the presidency enormously. The feeling in the Oval Office now is very similar to what I experienced when I was in the Oval Office with presidents George HW Bush, George W Bush, Bill Clinton, and Barack Obama. This is such an entirely different feeling and vibration that I have when I enter the room and sit down either on the couch or in front of the desk. There was always that feeling of anxiety with Trump where I was anticipating that he would say or do something outlandish.
