Jake wrote me a text afterwards and said: "Birx has lost her way I fear. She has chosen to focus on defending the president and attacking the press. Odd." Had very important teleconference that I called for , but was chaired by Francis Collins and Bob Kadlec. The entire call was to align BARDA with the mission of NIH. Up to now, BARDA did what they wanted as a "parallel" component to NIH in HHS without any real consultation or coordination. They are OK for taking a hand-off from us on a product that we do early concept and development and then give to them to fund a company to make a product and oput inot SNS. However, when it comes to the emergency of making a vaccine and they (without even consulting with us) give hundreds of millions of dollars each to several PHARMA companies to go their own way with no stipulations or requirements for coordination with us, then that is unacceptable. We discussed the need to re-boot -- 955,000/54,000 1,000,000/56,000 with regard to BARDA and NIH and have them fund companies with the condition that they coordinate (protocol design, lab data, DSMBs, etc.) with NIH. Peter Marks (FDA) will help lead this new approach. Francis and Bob Kadlec are totally on board. Now the devil is in the details.

However, when the press asked the Governors about their ability to test, many (mostly DEMS) still complained. The DSMB met and indicated that remdesivir had a 31% higher rate of recovery compared to the placebo group (p < 0.001). The death rate approached significance (P=0.059). Data sets not complete and will likely require a few mored days to tidy up. However, the site invrestigators will be notified tomorrow night at 7:00 PM for ethical reasons - to make sure that those who might be on the placebo limb would have the opportunity to get Remdesivir and all other placebo-controlled trials need to consider Remdesivir as now SOC. This information will almost certainly leak and so I have decided to ask Mark Meadows if I could announce these preliminary data at a presser at the WH tomorrow (Wednesday). I warn Mark that we cannot allow the POTUS to ad lib and over-promise since I will be very conservative. Called up Mersad Parsey at Gilead out of courtesy to infrom him that I will be announcing this at the Presser. Amazingly, (or not) he asked me to hold off until Thursday informing the PIs at the sites tonight so that they can formulate a statement and policy to not allow an unfavorable or too favorable response of the Stock Market. I immediately told him that no way do I want to discuss the stock market with him and this was inappropriate. He backed off. Marc Short called me when I was at NIH office and said to rush down to Wh since the POTUS was going to have a press availability with John Bell Edwards (Democratic Governor of Lousiana). George Adams drove me down to Wh with lights flashing and we got there in 17.5 minutes (Yikes). I present the data to multiple cameras in the Oval Office with POTUS sitting there. POTUS took me aside and said"Be enthusiastic, Tony. Be Optimistic, we need to open up the economy. It is very important". I told him that I would tell it like it is. He nodded OK. I gave ameasure, accurate presentation. Great success. In afternoon, HHS (with Paul Mango, Alex Azar, Bob Kadlec, Peter Marks, Bob Johnson, Francis Collins, Bruce Tromberg) presented our new vaccine strategic plan to the TF led by Deb Birx. Deb immediately tore everything apart (somewhat overly done). Poor Peter Marks took the brunt of it. She said we should have brought in all the companies that have a track record with their platforms and guided them and funded them to go after COVID-19 instead of .,030,000/6 1,000; waiting for companies to come in themselves and ask for money. She does not like "newer technology" such as mRNA, DNA, and even some virasl vectors. She likes antigens, whole killed, etc. A bit overdetermined in her prejudice. However, she did have a point that btu did not fully realize that this is the problem that I have had with BARDA for years. They just give out money without coordinating anything. May 1, 2020 at 5:34 p.m. EDT Biden accused of groping a woman (Tara Reade) in his Senate office decaades ago. Yesterday Peter Staley called me up and said that some (? how many) members of the scientific and old activist community are disappointed in me for appearing in the Oval Office with the announcement of the Remdesivir results, making it a political thing used by Trump. I can see theor point, but I had not choice (see above). I rectified that yesterday (later in the day)( when at the TF meeting, Jared Kushner arranged to have a photo op in the Oval Office celebrating the domnation of >1 million doses of Remdesivir to the USG to distribute to people who needed it. They wanted me, Bob Redfield, Deb, and Azar to pose for photos with the POTUS and the CEO of Gilead. I asked Narc Sort to step out of the Sit Room and I explained that I could not do this since my colleagues would say (and so would I) that I am seting ovrer the line. I explained to Marc the aversion scientists (of any political persuasion) have for politicizing science. He understood completely and we wen back inot the room and I told the VP the same thing and he wa very supportive. Deb and Bob were clearly not happy with what I did, likely because they also felt uncomformtable, but had no choice since they are political appointees. Such is life. I made the correct decision.
