**[2020-11-28T13:53:30] Andrew Rambaut:** Based on the call I had with WHO (and I believe this preprint was part of what instigated that) I had started to get together some data to do a rebuttal. But this is way worse than I imagined. It is just waffle.

**[2020-11-28T13:53:30] Robert F. Garry:** Agree - The whole notion of precirculation is of course something we offered up in PO1 - who knew that would be subverted to Italy and India [or maybe other countries beginning in I]. Perhaps another paragraph or two for PO2?
